In a surprising announcement, investigators have named Dr. Shaheen Shahid, a former lecturer in a medical college in Lucknow, as a main player in what authorities describe as a “white-collar terror module” associated with the Pakistan-based terrorist organization Jaish-e-Mohammed (JeM). Dr. Shahid’s arrest in Faridabad last week has revealed a planned effort to further the group’s practice of radicalizing Recruits from educated segments and developing women-led cells in India.

A Doctoral Lecturer to Alleged Terrorist Recruiter

Once viewed as an individual with a bright future in academia and medicine, Dr. Shaheen’s reported journey from medical professor to alleged recruiter of terror has shocked many. According to officials involved in the investigation, Dr. Shahid had been part of a medical school or college in Lucknow, where she reportedly started a respectable teaching career, before allegedly becoming involved with networks affiliated with extremism. 

Authorities say Dr. Shaheen was recruited to create and lead the Indian chapter of Jamaat-ul-Momineen, a recently formed women’s wing of JeM. It is believed the women’s arm will focus on radicalizing, indoctrinating and recruiting young women via digital and social means.

The Imputed Mission

Preliminary findings show that Dr. Shaheen’s role was not limited to recruitment, she was also specified to be helping coordinate online communication channels, arranging clandestine meetings, and identifying opportunities for recruitment from educated classes in urban areas. Investigators believe she was pivotal in promoting ideology and facilitating encrypted communications to handlers overseas.

Officials have called the network a “new-age terror ecosystem,” made up of professionals and digital adept non-operatives rather than traditional operatives. They say this allows them to work in the shadows of the internet and makes the prospects of detection and interception more challenging.

Ongoing Investigation

Security agencies are now investigating Dr. Shaheen’s communications trail, money trail, and the links to the other individuals arrested in the module. It is also reported that multiple digital devices, documents, and encrypted chats, were seized from her. Investigators are examining whether Dr. Shaheen had relationships with foreign handlers or other extremist organizations working in parallel to JeM.

In her arrests, authorities are looking to reassess the networks of radicalization in City B that target professionals using educational institutions to purvey extremist narratives.

This case represents a worrying change in the techniques of terrorist recruitment, from the traditional face-to-face recruitment to intellectual and online infiltration.
