Bihar is the First State to Launch E-Mobile Voting App In India

In a significant move towards digital democracy, Bihar is ready to be the first Indian state to implement e-voting through an app, a landmark change in mobile voting in India. The movement will start with the municipal and urban local body polls on June 28, enabling registered voters to vote remotely through the Bihar e-voting app.

Bihar online voting in 2025 will enable enrolled voters, including migrant workers, handicapped individuals, expecting women, senior citizens, and ailing citizens, to cast their votes remotely from their smartphones. C-DAC and the Bihar State Election Commission created the system that incorporates the latest technologies, such as blockchain, face recognition, and real-time face scans to ensure maximum security and transparency.

Bihar leads India in mobile-based e-voting.

According to newsonair.gov.in, the programme will be introduced in the next municipal and urban local body polls, with Bihar becoming the first state in the nation to go for mobile-based e-voting.

Two secure applications to facilitate e-voting

The smartphone e-voting platform will be made available through two Android applications:

E-Voting SECBHR app, which was created by the Centre for Development of Advanced Computing (C‑DAC).

Another application created by the Bihar State Election Commission.

These apps use advanced technologies like blockchain, liveness detection, face recognition, and live face matching to make sure the Bihar e‑voting app is very secure and can’t be misused by anyone else.

Who is eligible to use the mobile e‑voting system?

The project primarily favors those who find it hard to access polling centers:

Migrant workers

Individuals with disabilities

Pregnant women

Senior citizens

Seriously ill patients

As per State Election Commissioner Deepak Prasad, 10,000 voters have registered for mobile voting in Bihar so far, and the figure is likely to jump to 50,000 in the coming polls.

Blockchain‑supported, open voting

For the sake of accountability, the Bihar Election Commission’s digital voting system features an audit trail similar to the VVPAT-based system in EVMs. The Face Recognition System (FRS), Optical Character Recognition (OCR) based vote counting, and digital locks in strongrooms for storing EVMs are being employed to further secure the poll process. 

A step towards inclusive and accessible elections

According to Prasad, the idea is to increase the voting rate and improve the fairness and accessibility of elections, particularly for those who were previously unable to participate in the electoral process due to physical and financial issues.

He also stated that only Estonia has introduced a countrywide mobile-based e‑voting system to date, and thus, Bihar online voting 2025 is a trailblazer in the Indian situation.
